These guidelines, although somewhat dated, remain an important tool for area agency staff (in conjunction with the state legal services developer and legal provider staff) to assess strengths and weaknesses of a legal program. They are intended to provide a basis for meaningful dialogue that will increase cooperative efforts to improve program operation and enhance the quality and impact of legal assistance on the lives and well being of older persons in greatest social and economic need. 160 pages.
